Minister of State for Defence Mrs. Olusola Obada, has said the Peformance Contract Agreement introduced by President Goodluck Jonathan is not punitive.
According to her, the agreement is to ensure the actualisation of set targets in the ministries.
Obada said this while signing the PCA with top officials of the ministry.
Obada signed the agreement with the Permanent Secretary, Prof. Nicholas Damachi, and the Chief of Defence Staff, Admiral Ola Ibrahim.
She said the exercise was carried out in line with a presidential directive that minister should sign the agreement with the top officials of the various ministries.
The minister said, “As you are aware, Mr. President in his quest for sustainable development and to achieve the provisions of the Transformation Agenda has signed the Performance Contract Agreement with all ministers.
“This, according to Mr. President, is not a punitive measure but a means to ensure that viable performance targets are set and achieved. It will also contribute immensely toward the achievement of vision 20:2020.”
She said the ministry organised a retreat for directors, service chiefs, heads of parastatals and agencies in September to facilitate understanding and signing of the agreement.
While Damachi signed with directors in the ministries and heads of parastatals, the CDS signed with the three service chiefs.
The PS ministry commended the President for the initiative.
He said it was his expectation that the new arrangement would put ministry officials in a position to put in their best to national development.
“It is hoped that with this new paradigm, we shall be prepared to do our best,” he said.
